MILITARY CAREER: Dr. Curl's journey began with a remarkable 23-year career in the U.S. Army Corps of Engineers, where he retired with the rank of Lieutenant Colonel. During his military service, he displayed exceptional dedication and courage, earning the Purple Heart medal twice for injuries sustained during his time in Vietnam. His assignments took him to various locations, including Korea, Panama, Europe, and the Pentagon. Notably, he managed a substantial staff of 325 personnel, overseeing a broad spectrum of departments, from human resources and information technology to engineering, construction, legal, public affairs, resource management, and contracting. Dr. Curl's leadership and management skills were instrumental in the successful execution of critical military projects. EDUCATION: His academic achievements are equally impressive, with a Doctor of Public Administration (DPA) and a Master of Public Administration (MPA) from the University of Southern California. Dr. Curl also holds a Master of Science in Applied Mathematics from the US Naval Postgraduate School, a Master of Science in Engineering from North Dakota State University, and a Bachelor of Science in Engineering from California State Polytechnic University. |
DISTINGUISHING QUALIFICATIONS: Dr. Curl's career showcases a wide range of roles and accomplishments. As a Program Manager (PM), he was responsible for overseeing the design and construction of the $1.2 billion Port Container at Pusan, South Korea, and a $600 million terminal expansion at the Port of Oakland, California. His achievements were further recognized with the Montgomery Watson Harza Inc. (MWH) Presidential Award for procuring a $15 million Construction Management (CM) contract for the Port of Long Beach. He served as the Principal-in-charge of CM services for Pier S, Port of Long Beach, and Berth 100-120, Port of Los Angeles. In the realm of Business Development, Dr. Curl secured substantial contracts, such as a $60 million CM contract for Pier 100-147, Port of Los Angeles, and successfully developed a new Port and Marine practice for two major engineering and construction companies, Montgomery Watson Harza and CH2M HILL. His recruiting efforts led to the hiring of over 50 administrative and technical staff for large engineering and construction companies over the past decade.
PROFESSIONAL REGISTRATIONS: Dr. Curl holds professional registrations as a Civil Engineer in Virginia and an Industrial Engineer in California, adding another layer of expertise to his already impressive resume. In addition, Dr. Curl is also a certified FAA Drone Pilot / Remote Pilot In Command (RPIC). PROFESSIONAL EXPERIENCE: In his current role as CEO of TKC Engineering and Services DVBE, which he assumed in September 2023, Dr. Curl offers advisory and consultancy services, specializing in contract negotiations. He is dedicated to implementing policies and procedures to sustain financial growth, integrating marketing solutions to boost profitability, and fostering a culture of growth and encouragement. Additionally, he has served as a professor at various esteemed institutions, teaching a wide array of Bachelors and Masters degree courses. At Golden Gate University, University of San Francisco, College of the Redwoods, North Dakota State University, John F. Kennedy University, and Brandman University, he has educated students in areas such as public administration, leadership and management, organizational analysis, and more. |
